SUBMISSION FROM GROUP 10

Group 10 proposed that for the six years of Town Hall development the functions of the building would be split up and moved to pavilions which become nearby public parks. These pavilions would then become offices for displaced areas of the hall, and then eventually they would be landscaped to become part of the landscape they occupy so a natural enclosure is created.
